The government has been working on a new project called CHENTUO. This project is designed to help improve the quality of life for people living in rural areas. The project will provide access to clean water, sanitation, and health care. It will also create jobs and help to improve the economy in these areas. The project is expected to cost around $1.5 billion and will take five years to complete.

The project was originally intended to rehabilitate former Soviet and North Korean nuclear research reactors when the United States lifted its sanctions in 1990. But the program has fallen apart in recent years as North Korea and a number of private donors -- including a billionaire who bought the nuclear-power company in the 1990s -- have stepped up their attempts to buy off the country.

A series of congressional inquiries uncovered massive bribes from North Korea and private funding of the project. The inquiry also found a "possibility" that the government could be planning to build something similar to a $1.3 billion nuclear weapon that the United States says would be capable of destroying entire countries. The report into the CHENTU project came as Chinese authorities have been investigating ties between North Korea and some of the world's largest uranium contractors, including the Czech firm Deutsches Uranium Group.

"By conducting extensive interviews to identify individuals who could be implicated in transactions that involved the production of massive amounts of U.S.-made plutonium of which there are no U.S. records, I find that China's involvement in the project may be an indicator of its government's willingness to develop a nuclear weapon that can be used to annihilate large numbers of human beings, including Americans," said Rep. Jason Chaffetz (R-UT) Chairman of the House Permanent Select Committee on Intelligence.
